Developing people
Structured grades, CPD and learning that recognise and grow every practitioner, at every stage of their career.
About the Institute
The Institute of Search and Technical Rescue is the independent, not-for-profit professional body representing every individual and organisation working in search and technical rescue — voluntary, statutory, commercial and military, worldwide.
Our mission
Search and rescue has always been delivered by people from very different backgrounds, working to very different standards. The Institute exists to bring those people together: to benchmark their qualifications and experience fairly, to recognise their competence with credentials they can carry anywhere, and to give the whole community a shared, evidence-informed professional framework.
Structured grades, CPD and learning that recognise and grow every practitioner, at every stage of their career.
Independent benchmarking of qualifications, training and experience against a common professional standard.
Sharing practice, evidence and expertise across disciplines and borders so the whole sector improves together.

Co-Founder & Chairman
Mike brings more than four decades of experience in fire and rescue, spanning operational leadership, technical rescue and fire safety engineering. His expertise includes rope, water and confined space rescue, alongside working at height and risk management.
As a senior officer in the London Fire Brigade, Mike was among the original cohort of NILO and was responsible for introducing technical rescue into the service. A former Coastguard volunteer, he also worked commercially as one of two Rescue Directors (Gold Commanders) during the construction and operational introduction of the London Cable Car.
As Chairman of the Institute, Mike leads on corporate partnerships, training accreditation and InSTR Consulting; he also serves as an ex officio trustee of FIRE AID and International Development.

I co-founded the Institute with Dave at a time when standards across technical rescue disciplines were not consistent, before the publication of the Concept of Operations and National Occupational Standards. We recognised the need for clear benchmarks for team capability and technical competence, alongside professional recognition of the qualifications and experience of individual practitioners from diverse backgrounds. Developing a system of examinations and introducing professional post-nominals were important steps towards that ambition. Our purpose was to give every rescue practitioner, whether voluntary, statutory, commercial or military, a shared professional home, a common standard to aspire to and recognition that would stay with them throughout their career.

Co-Founder & Chief Executive Officer

Mike and I founded the Institute with a clear purpose: to give search and rescue technicians around the world the professional recognition their skills, qualifications and experience deserve. Too often, their achievements were not fully recognised internationally. By providing a pathway to individual professional accreditation, we wanted to give them the same standing and sense of professional identity enjoyed by members of other established professional bodies. Today, I take great pride in the diversity of our membership and the sense of belonging it creates. One member captured this perfectly: “Sitting amongst volunteers, paid responders and military, I feel like I belong to a single organisation.” Seeing networks grow and friendships develop across roles, organisations and borders is immensely rewarding. So too is supporting members who may never have thought of themselves as academics, then watching them gain recognised qualifications and discover what they are capable of achieving. For me, that is at the heart of the Institute: recognising expertise, bringing people together and helping them realise their potential.

The other arm of the organisation
InSTR Consulting is the Institute's delivery arm for capacity building, training, accreditation and consultancy. Working with governments, emergency services, humanitarian agencies and commercial providers, it turns the Institute's standards into practical capability on the ground.
Through the Institute's academic collaboration with the University of Portsmouth, our internal exams are accredited to UK level 7 standard and give direct entry to a range of MSc programmes with a 30-credit APL exemption. We also partner with the Journal of Search and Rescue, the world's only free peer-reviewed electronic journal for scholarly material on search and rescue.
